Insulation Grants in Scotland: Some of the Most Generous in the UK

Scotland has quietly built one of the strongest insulation funding landscapes in the UK. Between Warmer Homes Scotland, Home Energy Scotland, ECO4, and Area-Based Schemes run by local authorities, there are multiple overlapping routes to free or subsidised insulation, often available to households who wouldn't qualify for anything in England. (Note: the Great British Insulation Scheme closed to new applicants in January 2026 and finishes in March 2026; it's no longer a route in 2026.)

Warmer Homes Scotland: Fully Funded for Lower Incomes

This is the flagship scheme for eligible households, and it's genuinely impressive. If your household income is £36,000 or less, or you're receiving certain benefits, Warmer Homes Scotland can fund a comprehensive package of insulation measures, completely free.

What it can cover:

  • Cavity wall insulation
  • Loft insulation
  • Solid wall insulation (internal or external)
  • Underfloor insulation
  • Draught proofing
  • Secondary glazing (in specific circumstances)

The scheme doesn't just do one thing and leave. It looks at your whole home and funds a package designed to make a real difference to your energy bills and comfort. The £36,000 income threshold is notably more generous than comparable schemes in England.

Home Energy Scotland: The Loan Route for Everyone

Even if you don't qualify for Warmer Homes Scotland, Home Energy Scotland offers interest-free loans for insulation improvements, alongside cashback grants. This means you can spread the cost of solid wall insulation or underfloor insulation over time with no interest charges, which makes expensive insulation types much more accessible.

ECO4: Energy Company Obligation

ECO4 covers Great Britain (England, Scotland and Wales, it doesn't apply in Northern Ireland) and runs alongside the Scottish-specific schemes. Energy companies fund insulation for low-income and vulnerable households. If you're on means-tested benefits or have a low income with a poor EPC rating, ECO4 can fund cavity wall, loft, and solid wall insulation at no cost to you. ECO4 has been extended to run until the end of December 2026.

GBIS: Now Closed to New Applicants

The Great British Insulation Scheme (GBIS) was a separate energy-company-funded route that ran alongside ECO4 and targeted homes in lower council tax bands (A–E in Scotland and Wales; A–D in England). GBIS closed to new applicants on 31 January 2026 and the scheme itself ends on 31 March 2026. If you've already been approved for GBIS work, your installation should still go ahead, but you can no longer apply afresh.

If you were counting on GBIS, your best alternatives in Scotland are ECO4 (if you're on benefits or low income) or Warmer Homes Scotland (income up to £36,000).

Area Based Schemes: Local Authority Funding

Scottish local authorities run their own Area Based Schemes (ABS), funded by the Scottish Government, which target specific geographic areas for bulk insulation programmes. The idea is that doing whole streets or communities at once reduces costs and disruption.

If your area is being targeted, you might receive a letter through the door, or you can contact your local council to ask whether any ABS schemes are planned for your area. Participation is voluntary but the work is typically free or heavily subsidised for eligible households.

What's Typically Free Right Now

For most Scottish homes, the following insulation types are available for free if you meet basic eligibility criteria:

  • Loft insulation: widely available through ECO4 and Warmer Homes Scotland. A standard 270mm loft insulation installation can save £150–£300 per year on heating bills.
  • Cavity wall insulation: available through the same routes where the property has an unfilled cavity. Can save £200–£300 per year.

Solid wall insulation is more expensive (£8,000–£25,000 depending on wall type and property size) and typically requires a combination of schemes or an interest-free loan, unless you're fully eligible for Warmer Homes Scotland.
